Central

 

The Family and Integration Minister is responsible for social assistance, specifically for:

  • Legislation;
  • Social welfare (coordination of the Solidarity National Fund);
  • Social reintegration of convicts;
  • Research;
  • Minimum wage, and
  • Integration of foreigners.
  • Politiques en faveur des personnes lesbiennes, gays, bisexuelles, transgenres et intersexes (LGBTI)

 

Also, it is responsible for the family policy, including:

  • Legislation;
  • Policy concerning the disabled;
  • Policy concerning the elderly;
  • Social and legal protection of the youth;
  • Children's rights, and Family benefits.

 

Finally, the central government is likewise responsible for actions around gender equality via its Ministry of Equality between Women and Men. The ministry is authorised to supervise the following actions:

  • National and international policy for the equality of women and men and non-discrimination between the sexes;
  • Coordination of a national plan of action on gender equality;
  • Integration of the gender dimension gender in political actions in partnership with the ministerial departments;
  • Impact studies of legislative measures on the equality of women and men.
  • Coordination of the politics having equality between women and men fighting gender discrimination
  • Management of the interministerial Committee for Equality of Women and Men
  • Management of the Committee for Positive Actions in Private Sector Enterprises;
  • Management of the Committee for co-operation between professionals in the field of combating violence;
  • Management of services working in the interest of the equality of women and men;
  • Development of legislation and implementation of promotion actions for women's equality and men;
  • Management of the Women's Labor Committee;
  • Relationships with national, regional and international organizations operating in the interest of women men and the equality of women and men respectively.

 

The Ministry of National Education, Children, and Youth is likewise responsible for:

  • Child and Family Assistance;
  • Child and Family Care Sector Development;
  • Management and Control of Approvals and Agreements with Private Managers, Boarding Schools, Family Hosting
  • Housing Projects for Children of the State (MEE);
  • Management of the State Socio-Educational Center (CSEE);
  • Management of the Security Unit;
  • Management of the National Office for Children (ONE);
  • Ensuring the implementation of the Rights of the Child;
  • Cross-cutting policy on the rights of the child
  • Relations with the Ombudscomittee for the Rights of the Child (ORK);

Local

 

Local authorities – municipalities

 

Local authorities are responsible for social assistance. Thirty local social offices are in charge of providing social assistance to users. They have competence in the field of:

  • Information, orientation and assistance to users;
  • Administration;
  • Monitoring of dossiers;
  • Complementary financial aid;
  • Social investigation, and
  • Coordination and good functioning of the different procedures;
  • Housing.

 

Also, regarding the family policy, local authorities are responsible for:

  • Housing for elderly;
  • Child care;
  • Day-nurseries, and
  • Socio-educational facilities for children.

Luxembourg intends to introduce measures to stimulate housing supply and investment. A consultation process was initiated in May 2018 towards adapting urban planning laws. Proposed legislative changes would increase the area dedicated to housing by 13% and would raise the share of this area set aside for social housing from 10% to 30%. This would also allow State authorities to supersede municipal authorities in defining the areas dedicated to housing.
