Systems of multilevel governance[1]
Representation: Municipalities are all members of the towns and Municipalities association SYVICOL (Syndicat des Villes et Communes Luxembourgeoises), which is recognised by the central Government as the representative of local government.[2] SYVICOL acts as the main interlocutor of the central Government.
Information: During the legislative process, information is provided to the Municipalities to the extent that information is published on the Parliament's website.
Consultation: No general legal framework ensuring the consultation of Municipalities to support ministry directives exists, despite the co existence of many dialogue structures between the State and the Municipalities[3][4]. In reaction to this, consultation of Municipalities is ensured via SYVICOL.[5] In particular, when a proposal of regulation has a local impact, the central Government consults SYVICOL[6][7].
Coordination: Besides SYVICOL which enables coordination between the local and central levels, cooperation is ensured informally via the deputies holding a double mandate[8]. As regards horizontal coordination, SYVICOL ensures cooperation between the Municipalities[9].
