National government

The Ministry of National Education, Children and Youth is responsible for education and training policies in general. It is in charge of functions relating to the national policy on formal and non-formal education, music education, and digital learning.

 

The Ministry of Higher Education and Research is in charge of higher education and research in general. Together they oversee:

 

  • General Early Childhood Policy: Development of the Education and Hospitality Sector; Management and Control of Approvals and Agreements; Control and Development of the CSA Funding System (Service Check); Services education and reception, parental assistants, mini-nurseries - Subsidization of infrastructures.
  • Music education: Development of the offer in music education; Pedagogical and cultural coordination of music education in school structures, education and reception services, music schools and conservatories; Commissariat to music education.
  • General Policy of Basic Education: Development of the offer of the public basic school; Resource service for the directorates of basic education and schools; Planning and allocation of financial and human resources for basic education; Quality control of education; Schools of Basic Education, State Classes, Directorates of Basic Education, College of Directors.
  • General Policy of Secondary Education: Development of the supply of general and classical secondary public education; Resource service for high schools and schools; Planning and allocation of financial and human resources for education secondary school; Quality control of teaching; High schools, high schools, colleges of directors; Definition and issuance of national diplomas.
  • School Orientation: Guidance Resource Service in High Schools; Management of Consistency of Guidance Offerings; Relations with the Ministry of Labor and the Agency for Development of Education employment (ADEM).
  • Inclusion: General policy of inclusion in all sectors of education; Piloting and monitoring of the implementation of the inclusion system by the Schooling Service for pupils with special needs at all school levels;  Centers for Education Skills in National Specialized Psychopedagogy and College of Directors; National Commission Inclusion Commission (CNI), Commission for Inclusion in Basic Education (CI), Inclusive Education Commission (CIS) and Reasonable Accommodation Commission (RAC) at secondary school level; Coordination with managers of schools; Sociotherapeutic Centers and Psychotherapeutic Centers; Design of new boarding schools and development of existing concepts; Control of prices and educational practices.
  • Adult Education and Life Long Learning: General Policy on Adult Learning and Lifelong Learning - Development of Initial and Ongoing Training; National School for Adults (ENAD); Definition and Delivery of national diplomas including the DEAS - National Institute of Languages (INL); National Institute for the Development of Continuing Vocational Training (INFPC); Relations with the National Agency for the European Program of Education and Training throughout the life (ANEFORE); Recognition of diplomas, validation of acquired experience. 
  • Digital Learning: Development and implementation of the national e-learning strategy and access to lifelong digital resources; Development of the pedagogical use of information and communication technologies;  Development of content Digital Pedagogical Schools;  Coordination Service for Educational and Technological Research and Innovation (SCRIPT), and the Center for Computer Management of Education (CGIE).
  • Governance of National Education: Consultation of school actors and civil society in the development of educational policy and the promotion of school quality; National Council of Programs (CONAP); Higher Council of National Education (CSEN); CGJL - National Representation of Parents; National Observatory of School Quality, School Mediation Service.
  • General Policy on the Development of the Quality and Pedagogical Innovation of the education system: General policy on the development of national curricula, teaching methods and content; Development of the quality of the education system; Evaluation of educational, pedagogical and socio-therapeutic practices; Promotion of initiatives and research;  Organization of ongoing training for staff; Training Institute of National Education (IFEN); SCRIPT; Statistics and Analysis.
  • Cross-cutting institutions and coordination of education policies: Coordination of Education Policies and Project Management; Childhood Observatory; Schooling Service for Foreign Children; School and University Restaurant Service Restopolis; State Relations with Private Schools - Relations with organizations such as the Zentrum fir politesch Bildung Foundation, the Luxembourg Science Center in Differdange, and the Up Foundation.
  • Administrative Responsibilities: Finance and budget, allocation of budgetary resources; Infrastructure, ASFT infrastructure unit (based on the law regulating relations between the State and organizations working in the social, family and therapeutic areas); new infrastructures, management of infrastructure and equipment; Human Resources Service (Personnel Administration), Recruitment and Personnel Management; Legal Affairs Coordination - Communications and Press Relations Department; Institutional Relations and Participation in International Organizations; International Relations.

  

Local

 

Following state issued policy, local authorities have as mandatory  responsibilities

  • School establishment and organisation;
  • The creation, construction*, maintenance, and operation of schools, including early education, pre-school and school;
  • School administration;
  • Local employees organisation;
  • Implementation of security at school legal provisions, and
  • Special Needs and Special Needs Support Teams (SSEBs) at the Regional Level
  • Special Needs Teachers (IEBS) at the Local Level

* Building costs are co-funded by the State.

The municipalities likewise have the right to the organisation of  optional functions including:

  • Extra-curricular activities;
  • Music education
