The central government is responsible for:

 

ERDF

The Ministry of Economy, which is the ERDF managing authority, is responsible for six key tasks.

  1. General Economic Policy
  2. General Business and Entrepreneurship Policy
  3. Economic Promotion, Development and Diversification
  4. Foreign Trade
  5. Development of new markets, quality, and regulation
  6.  Research and Innovation Policy

 

 is in charge of:

  • Legislation and enforcement of the regional economic policy;
  • European cohesion policy;
  • Structural Funds;
  • The Trans-national and cross-border regional economic development policy, and
  • The cooperation with the local authorities in the implementation of regional policy programmes.

 

Spatial planning

The Ministry of of Energy and Spatial planning is in charge of:

  • The legal framework for spatial planning policies;
  • Providing assistance to the Municipalities in implementation;
  • The promotion of sustainable town planning;
  • State/Municipalities cooperation contracts and conventions on territorial development;
  • INTERREG;
  • EGTCs;
  • Territorial cohesion and urban policy;
  • Metropolitan regions and cross-border metropolitan areas (Région métropolitaine et agglomérations transfrontalières), and
  • European Spatial Planning Observation Network (Observatoire en Réseau de l'Aménagement du Territoire européen).

 

ESF

The Ministry of Labour, Emplyment and Social Economy is responsible for:

  • The formulation and implementation of the ESF;
  • The administration of labour market services and unemployment benefits, and
  • Setting the framework for training and retraining.

 

The Ministry for Digitalisation is responsible for:

  • Implementing the action plan "Digital Lëtzebuerg" and monitoring the ICT sector (competence shared with the Minister of Economy and the Minister of Communications and Media).
  • Promotion of the ICT sector (shared with the Minister of Economy).
  • Digitalisation of administrative procedures.
  • Digital transformation of the public administration.
  • High Committee on Digital Transformation.
    • Development of digital infrastructures (in consultation with the Minister of Communications and Media).
    • Development of a national strategy in the field of Artificial Intelligence (AI) (in consultation with the Minister of Communications and Media and the Minister of Economy).
    • Implementation of the national 5G strategy and development of pilot projects (in consultation with the Minister of Communications and Media).
    • Digital inclusion.
    • Centre des technologies de l'information de l'État (CTIE).

Ministry of Housing

    • General housing policy - Housing Observatory.
    • Legislation on rental leases.
    • Aid for building - Public promoters: Municipalities, Housing Fund, National Society for Low Cost Housing
    • Aid to the individual - Housing aid service - Commission for individual housing aid.
    • Housing Pact - Housing Sector Plan.
    • Land reserve fund.
    • Unit for the facilitation of public projects in the field of housing.

 

 

Local

The Mandatory operations tha tlocal authorities are responsible for include

ERDF

  • The implementation of regional development programmes, in cooperation with the national government.

 

Spatial planning

  • Participation in detailed planning, town and city planning, and
  • Urban development.

 

ESF

  • Participation in employment promoting measures;
  • Participation in local partnerships for employment;
  • Running labour market services, andFinancing measures to support employment and employability

 

Municipalities likewise have the right to conduct optional operations around areas of economic development via the facilitation of industrial, commercial, and craft areas, among other tools for local development.
