Luxembourg Transport

Central

The State acts as an organising authority and is assisted by the Transport Community (Verkéiersverbond), which organises cooperation between the State, the local authorities, the users and the operators.

 

The central government via the Ministry of Mobility  and Public Works is responsible for:

  • The overall transport policy, including the definition, conception and orientation of the needs, priority setting, implementation and control of expenses;
  • Development and implementation of the overall mobility strategy: Concepts and projects; Alternative mobilities; Development of transport and intermodality; Tramway / Luxtram; Cross-border mobility - Soft mobility cell - Mobility observatory; Model traffic unit; Decarbonisation of transport; Intelligent transport systems; Mobility plans
  • Controlling all national and international transport operations in the Grand Duchy of Luxembourg (Transport Ministry), including
  • Air transport and infrastructure;
  • Roads safety and infrastructure: Driver's license and driver training; Vehicle registration and technical inspection; Regulation and road safety; Taxis management;  
  • Railways: Rail infrastructure and international rail connections; National Rail Fund; International Rail Connections Fund; Rail Regulation; Railway Administration.
  • Ports and waterways and;
  • Public transportation: Coordination of the different modes of transport performing a public service; Determination of the supply; Transport Community / Central Office of Mobility; Pricing; Specialized transport service on behalf of children or young people with specific educational needs to the Competence Centers, people attending centers for the physically handicapped and multi-handicapped as well as employees with disabilities and young people in need of professional integration-

In regards to public works, the central government is responsible for:

  • the implementation of means and the control of expenditure;
  • General coordination of works;
  • Commission of critical analysis;
  • Legislation on public procurement and the tenders Committee;
  • Administration, construction, and maintenance of Public Buildings;
  • Implementation of Investment Projects Financed by Public Administrative, School, Health and Social Investment Funds;
  • Coordination of the Maintenance and Development Fund of Renovation;
  • Oversight of Prefinanced Projects;
  • Funds for the Guarantee Act;
  • Construction and maintenance of the State roads;
  • Realization of highway projects financed by the Road Fund
  • Operation of the High Roads and Traffic Management
  • Construction and maintenance of art works
  • Development of cycle paths

 

Local

Local authorities - municipalities

Local authorities are responsible for:

  • Local transport (public transport), in cooperation with the Transport Community (Verkéiersverbond);
  • The municipal road network and local planning
  • Traffic managemnet
  • Local road maintenance, and
  • Road safety on their territory.
