Central

The Ministry of the Environment, Climate and Sustainable Development is responsible for:

  • Overall policy in the field of environment and fight against climate change;
  • Fund for environment protection;
  • Public administrations (on environment, nature and forests and water);
  • Waste management (together with the communes);
  • The adoption of a national plan on sustainable development, and
  • The promotion of sustainable development.

 

The Sustainable Development Higher Council acts as a forum on sustainable development. Its missions include:

  • Conducting research on sustainable development;
  • Fostering the participation of all the relevant stakeholders and citizens in the achievement of its objectives, and
  • Acting as an advisory body on the sustainable development policy.

 

The Ministry of Environment, Climate, and Sustainable Development is responsible for 5 key areas:

1. General Policy in the Fields of Environment, Water, Climate, and Sustainable Development

    • The National Plan for Sustainable Development
    • National Plan for Sustainable Development and Climate
    • National coordination in the fight against climate change in coordination with the Minister of Finance
    • Climate Change Adaptation Strategy
    • Environmental and Nuclear Responsibilities
    • Environmental Monitoring
    • Awareness, Information, Training and Advice in the Environment and Climate Fields and Sustainable Development

2. Prevention of Pollution and Nuisances

  • Protection of the human and natural environment
  • Protection of the atmosphere
  • Management of the system for trading greenhouse gas emission allowances

3. Noise Control

5. Coordination of Government Action in Sustainable Protection of Natural Water Resources

  • National drinking water supply policy
  • Water Union
  • Drinking water protection zones
  • Guidance on pricing policy of water
  • Flood risk

Local

 

Mandatory operations that local authorities are responsible for include:

  • The provision of communal environmental services;
  • The punishment and prevention of pollution;
  • The maintenance of hygienic and safe environment;
  • Water supply and management;
  • Water protection;
  • Waste management (together with the State);
  • Recycling, and
  • To a small extent, air pollution.
  • Promotion of energy savings, new and renewable energies for private persons and municipalities

Municipalities liaise with the Ministry of Enviornment, Climate, and Sustainable Development on the prevention of pollution and nuisances via their Climate Pacts with the central government.
