Central Government


The Parliament is responsible for:

  • Adopting framework laws on the fundamental objectives of social activity including principles and rules social security


The Minister for Employment and Social Affairs is responsible for

  • Social security including Child benefits;; Short-term benefits (daily allowances in case of sickness and maternity, death grants); long-term benefits (old age pension, disability pension and survivor's pension).
  • Managing social security for foreigners
  • Overseeing the National Social Security Fund which implements the social security system


The Ministry of Solidarity, Women, the Family and Social Development is responsible for

  • Promoting social development through supporting projects and capacity building; 
  • Supporting the economic, political and social empowerment of women, promoting equality and addressing violence against women
  • Advancing the rights of people with disabilities through programmes, financial support, education and awareness raising;
  • Promoting children's rights, implementing child protection programmes and systems
  • Providing family mediation services;
  • Providing services for the elderly and monitoring their situation;
  • Licencing social welfare institutions
  • Overseeing the National Institute for Social work

The Social Development Agency (ADS) is a public institution dedicated to reducing poverty and promoting social development in Morocco through

  • Capacity building of local actors;
  • Social integration through programmes to promote local industries, support cooperatives and support the creation of small enterprises;
  • implementing social programs including education, health, social inclusion through sport and culture with a focus on targeting people with disabilities, women, and youth.
     

The Ministry of Housing, Spatial Planning and Urban Policy is responsible for Providing housing and helping to develop slums.

The Agency for the Promotion and Social and Economic Development of the Prefectures and Northern Provinces, the Agency for the Promotion and Social and Economic Development of the Prefectures and South Provinces, and the Agency for the Promotion and Economic and Social Development of the Prefecture and the provinces of Orientale the Kingdom Region" are under the Prime Minister and are responsible for social and economic development projects in these areas.

 

Regional Level

 

Regions are responsible for:

  • Developing a regional social development plan in line with national plans; 
  • Takes measures to promote and support any social solidarity initiatives and measures of a charitable nature;
  • Working with partners to develop social housing.

Prefectures or provinces are responsible for

  • Developing social development plans in line the national plan;
  • Implementing social solidarity measures and participate in any humanitarian operations;
  • Implementing plans to reduce poverty

 

Local Government​


Municipalities are responsible for

  • Discussing and votes on the municipality's social development plan; 
  • Managing services for transporting the sick and injured, cemeteries and funeral services;
  • Ensuring hygiene and health standards; 
  • Establishing and maintaining socio-cultural and sports facilities; 
  • Funding measures to promote social, cultural and sport activities; 
  • Developing programmes to assist, support and integrate people with disabilities or who are in difficulty;
  • Propose measures to promote the social development of the municipality once these measures exceed its remit or resources available to it.
