Central Government


Parliament is responsible for:

  • Adopting framework laws on the fundamental objectives of the environmental activity of the state


The Ministry of the Energy, Mines, Water and the Environment is responsible for:

  • Setting out the policy and strategy of sustainable development and monitoring its implementation and evaluation and, in coordination and collaboration with the ministerial departments concerned;
  • Developing law on water, forests and fisheries and the rules governing management of the environment, protection of natural resources and sustainable development;
  • Representing government in bilateral and multilateral negotiations in the field;
  • Participating in the protection of biodiversity taking into account the climate change and the green economy;
  • Developing implementing, monitoring and evaluation of national environmental programs in collaboration with relevant partners;
  • Establishing structures for the observation and monitoring of the state of the environment and collecting environmental data and information at national and regional level;
  • Mainstreaming the environment into development programs, education, training and scientific research in cooperation and coordination with relevant parties;
  • Overseeing the Moroccan Agency for Solar Energy;Research Institute for Solar Energy & Power; Renewable Energy Development Agency; National Office of Electricity and Water Supply ; OCP;
     

The National Office of Electricity and Drinking Wat is responsible for

  • promoting access to electricity and potable water, wastewater and sanitation;
  • modernising and expanding of production networks, marketing and distribution of electric and hydraulic resources;
  • addressing waste and implementation of new instruments and techniques for saving water and electricity.

 

Regional Level


Regions are responsible for:

  • Managing natural resources;
  • Managing of protected parks and forests; 
  • Developing a regional strategy for water and energy; 
  • Promoting energy efficiency;
  • Providing for electrification and drinking water supply to remote villages

 

Provinces and prefectures are responsible for:

  • Developing mountainous areas;
  • Contributing towards access to water and electricity in rural areas

 

Local Government​

 

Municipalities are responsible for

  • Water management and supply;
  • Electricity distribution;
  • Cleaning public place roads and collection of waste;
  • Protecting the environment and contributing to coastal management, upkeep of lakes and beaches, reforestation measures, use and preservation of natural parks;
  • Control of rainwater and protection against flooding, and equipping of beaches, lakes and river banks located within the boundaries of the municipality.
    municipal policy on protection of coasts, river banks and rivers; preservation of water quality; and the disposal and treatment of sewage and rainwater building and maintenance of "small and medium-sized water" equipment[1] (Article 43 of the Municipal Charter).
