The Association
Agreement, which entered between Morocco and the EU provides the legal basis for EU-Morocco relations.
The European Neighbourhood Instrument (ENI) is the key EU financial instrument for cooperation with Morocco for the period 2014-2020
The EU's bilateral assistance to Morocco will focus mainly on three priority sectors:
- Equitable access to social services;
- Democratic governance, the rule of law and mobility;
- Employment and sustainable and inclusive growth.
The Ministry of Foreign Affairs leads collaboration with the EU
The Ministry of
Urban Development and Land of the national territory is responsible for
- Developing policy, strategy and action plans in the field of spatial planning at national and regional level;
- Coordinating actions with all stakeholders to ensure the integrated urban spaces which are sustainable and competitive;
- Proposing legislation and regulations relating to the areas of land use, urban planning and architecture and work towards their actualization;
- Ensure training and qualification of technical staff in the fields of urban planning, regional planning and architecture.
Regional Level
Regions are responsible for
- Collaborate with local and international partners on development projects;
- Developing the regional plan, regional development planning, infrastructure plans
Prefectures/provinces are responsible for
- Collaborate with international partners on development projects;
- Providing feedback on regional land use planning and policies and urban planning and policies and the related instruments.
Local Government
Municipalities are responsible for
Developing local plans in compliance with the requirements of urban planning master plans, land-use and development plans and all other town and country planning documents;
Adopting the municipal regulations on construction and ensures implementation;
Participating in urban restructuring programmes and housing programmes;
Providing feedback on town and country planning and policies within the limits of the municipality's remit.
