Central
The Ministry of Labour, Family, Social Affairs and Equal Opportunities is responsible for:
- Drawing up social policy and legislation, including amendments to the Social Security Act;
- The social security system and services, including counselling to individuals, help for families, institutional care, organised care for adult persons with a physical or mental handicap, and assistance to workers;
- Home care assistance;
- Financial social assistance;
- Allowances for persons with handicaps;
- Social welfare programmes;
- Social inclusion strategy; and
- Granting a relevant public‑interest status to humanitarian organisations.
- The formulation and implementation of international agreements on social security.
Local
Local authorities are responsible for:
- Creating conditions for the construction of social housing and fostering an increase in the social welfare housing fund; Promoting the services of social welfare in the areas of:
- Pre-school institutions;
- The basic welfare of children, family, socially vulnerable, disabled, and elderly people.
