Youth and Sport

Central

State authorities are responsible for: 

Youth policy

  • Overall legislation in accordance with international standards;
  • Adoption of national programmes, strategies and policies;
  • Funding of civil society organisations and youth clubs;
  • Improving the quality of life of young people and building a comprehensive and inter-sectoral youth policy;
  • Proposing and implementing strategic documents, laws, other acts, programs and projects in the field of youth policy and their monitoring and evaluation;
  • Programmes that tackle addiction problems of the youth;
  • Promotion of young people's involvement in the processes of participation in decision-making, informal education, leisure and youth culture, volunteering and participation in the development of civil society;
  • Promotion of political participation and protection of human rights, information, mobility and quality assurance, regular support to the organised youth sector and its activities;
  • Implementation of the National Programme of Action for the Youth.


Sports policy

  • Strong development of sport (to bring long-term strategy for sport development);
  • Investment in a large number of small sports facilities;
  • Promotion of sport in health service;
  • Encouragement of children and youth in the area of organised physical activity;
  • Redefining the role of professional and amateur sports clubs;
  • Providing adequate technical and financial conditions for top athletes;
  • Implementing measures to combat violence in sports grounds;
  • Implementing measures to increase financial accountability and transparency in sport;
  • Funding of the Annual Implementation Programme;

The system is organised with federations and associations at all levels;

 

Regional

Regional authorities are responsible for:

Youth policy

  • Carrying out of administrative and professional affairs in the field of youth policy and prepares reports, professional backgrounds, proposals and drafts of acts from the scope of the administrative body in order to develop these activities at the level of a County.
  • Monitoring of the realisation of budget revenues from its jurisdiction;
  • Youth advisory boards at the County level: establishment, organisation of elections, and funding of those bodies;
  • Participation in the implementation of the national policy;
  • Regional Youth Programmes adopted in cooperation with youth association;
  • Ensuring access to education of the youth;
  • Development of scholarship programmes;
  • Co-funding.


Sports policy

  • Implementation of the National Sports Programme;
  • May establish and finance public needs in sports above national standards;
  • Sports activities in schools;
  • Planning, building and maintenance of sports facilities.
  • Funding:
  • Sports promotion;
  • Sports activities for children, youth and students;
  • Supporting sports associations and communities;
  • Citizens' recreational activities;
  • Organisation of domestic and international sports competitions;

 

Local

Local authorities are responsible for:

Youth policy

  • Youth advisory boards at the local level: establishment, organisation of elections and funding of those bodies;
  • Participation in the implementation of the national policy;
  • Local Youth Programmes adopted in cooperation with youth associations;
  • Ensuring access to education of the youth;
  • Development of scholarship programmes;
  • Co-funding.
