State authorities are responsible for:

  • Legislation;
  • Cultural Councils (voluntary associations with consultancy responsibilities);
  • Establishment of institutions and other legal entities in culture;
  • Development and promotion of culture, artistic creativity, cultural life and activities;
  • Development and promotion of cultural ties with other countries and international institutions;
  • Central information and documentation service;
  • Stimulation of cultural programmes;
  • Provision of funds, materials for the development of cultural activities, including museums, galleries, libraries, archives, theatres, publications, fine arts and cinema;
  • Providing conditions for the education and training of skilled workers in cultural heritage affairs;
  • Conservation and protection of historical town centres;
  • Arts education;
  • Museums;
  • National Theatres;
  • Implementation of amended Theatre Law, and extended competencies in appointing the commissary of the National Theatre in Zagreb;
  • Residency programmes; promotion and implementation;
  • Management of EU funds and programme implementation;
  • Professional and administrative affairs for the Croatian Commission for UNESCO.

Regional

Regional authorities are responsible for:

  • Monitoring and coordinating the issues of elementary and secondary education and childcare;
  • Participating in the preparation of proposals for investment plans and other forms of funding for libraries, theatres, museums;
  • Preparing proposals, monitoring and reporting on the implementation of planning acts, regulating the use of funds for decentralised functions;
  • Establishment and development of regional cultural institutions;
  • Management and coordination of regional cultural councils;
  • Implementing county programs and acts in the area of pupils and students standards;

Local

Local authorities are responsible for:

  • Establishment, management and funding of public libraries (mandatory function);
  • Protection of cultural heritage (if not already protected by the state);
  • Establishing and funding public theatres (discretionary);
  • Establishing and funding museums (discretionary).
