Central

State authorities are responsible for:

  • Overall agricultural policy;
  • Regulation of the legal relations of the agricultural land, except for property-related affairs;
  • Conversion of agricultural land into construction land, protection of agricultural land, keeping records of agricultural land;
  • Conducting incentive policies in agriculture and its adaptation to the WTO standards;
  • Management of the European Agricultural Fund for Rural Development (EAFRD) in Croatia.
  • Oversight of Rural Development Programmes (RDPs);
  • Performing inspection tasks;
  • Regulation and coordination of co‑financing;
  • Establishment of Agency for agriculture land tasked with maintenance, management, and disposal of the agriculture land in state property.

Regional

Regional authorities are responsible for:

  • Carrying out tasks related to rural development, e.g. activities related to the activities of agricultural holdings, tourism, development of villages and rural areas.

Aid and grants for agriculture and rural development:

  • According to the Government's directions and with prior approval from the Ministry of Agriculture , Counties may plan, develop, and finance special incentives for rural development and agriculture support;
  • Counties have to file a report to the ministry about the implementation of those incentives.

Land amelioration and public irrigation:

  • Adopting irrigation programmes;
  • Construction and maintenance of buildings for public irrigation and land amelioration.

Local

Local authorities are responsible for:

EAFRD and LEADER Groups

  • Organisation of LEADER groups and projects.
  • Supporting individual applicants for funding under the EAFRD in accordance with the RDP.

Aid and grants for agriculture and rural development:

  • According to the Government's directions and with a prior approval from the Ministry of Agriculture, Fisheries and Rural Development, local authorities may plan, develop and finance special incentives for rural development and agriculture support;
  • Local authorities have to file a report to the ministry about the implementation of those incentives;
