Central

State authorities are responsible for:

  • Establishment and supervision of the legality of institutions that provide financial and material conditions for work in vocational training;
  • Management of the implementation of the Croatian Qualifications Framework;
  • Promotion of lifelong learning and adult education, and administrative oversight of Regional Centres of Competence;
  • Performing work related to practical training of domestic and foreign experts based on international, state, business, and other agreements and administrative oversight over vocational training organisations;
  • Lifelong learning;
  • Adult education;
  • Vocational Training, being part of the secondary school system:
    • Agency for vocational education, training, and adult education;
    • May establish secondary schools;
    • Secondary education (curricula and syllabi; regulation of standards; granting authorisations).

Regional

Regional authorities:

  • Perform work-based learning;
  • Provide vocational training, further training, and lifelong learning for the needs of economic entities, unemployed and other participants;
  • Provide professional training of vocational teachers, teaching associates, mentors with employers and other experts in education;
  • Encourage cooperation of educational institutions at all levels with economic operators, with the aim of adapting educational programs to the needs of the labour market;
  • Promote vocational interests and organise of clubs and other gatherings;
  • Perform professional orientation related to work-based learning, continuing education and finding a job;
  • Encourage cooperation and participate in the implementation of projects related to improving the quality of vocational education and its adaptation to economic needs,
  • Carry out other work that contributes to improving the quality of vocational education and adapt it to the needs of the labour market;
  • May establish secondary schools (with prior approval from the Ministry of Science and Education);
  • Secondary schools and education funding and management, including:
    • Transportation of students
    • Travel expenses for employees;
    • Current and capital maintenance and investments;
    • Appointing three out of seven members of the school board (if County is a founder).

Local

Local authorities are responsible for:

  • Adult education: funding and management of adult education institutions established by authorities at the local level;
  • Participation in the vocational training system.
  • May establish public open universities for elementary and secondary education of adults.
