Central

State authorities are responsible for:

  • Legislation implementation and monitoring;
  • Adoption of EU regulations in the Environment sector.
  • Approval of the Strategy for sustainable development and Environmental Protection Plan in the Republic of Croatia;
  • Improve the prerequisites for the prevention of all types of environmental pollution, the monitoring of environmental constituents, the inclusion of environmental protection in other sectoral policies, monitoring and environmental protection;
  • International cooperation;
  • Provision of a legislative and institutional framework for the implementation of the nature conservation mechanism;
  • Ensured support for sustainable development, security, adaptation to climate change and risk management from natural and ecological disasters and catastrophes;
  • Development of the energy system and management of energy raw materials;
  • Adoption of the Environmental Protection Programme by the representatives of the Counties, the City of Zagreb and major Cities, with the prior approval of the Ministry.

Regional

Regional authorities are responsible for:

  • Implementation of environmental protection law;
  • Issuance of permits for managing municipal and special categories of non-hazardous waste;
  • Conducting an environmental pollution registers and impact assessments;
  • Drafting and implementation of environmental protection documents and permissions for engagement in a regional park, a significant landscape, a park-forest;
  • Regulation, organisation, financing and promotion of environmental protection activities of regional importance;
  • Adoption of the Environmental Protection Programme by the representatives of the Counties, the City of Zagreb and major Cities, with the prior approval of the Ministry;
  • Management of all types of waste except dangerous waste and waste incineration;
  • Coordination of local authorities concerning waste management.

Local

Local authorities are responsible for:

  • Implementation of environmental protection law;
  • Regulation, organisation, financing and promotion of environmental protection activities of local importance;
  • Promotion of the environment at the local level;
  • Adoption of the Environmental Protection Programme by the representatives of the Counties, the City of Zagreb and major Cities, with the prior approval of the Ministry;
  • Possibility to adopt local environmental protection programmes, if foreseen by the regional programs of particular local authorities;
  • Waste Management Plans (in accordance with the County Waste Management plans and County's environmental protection programme);
  • Waste disposal and waste management for communal waste;
  • Maintenance of public areas, parks and streets;
  • Water supply and sewage systems.
