Central

State authorities are responsible for: 

  • Management and financing of development projects, traffic, utilities, and social infrastructure;
  • Analysis and management of marine resources, coastal land, and other natural resources;
  • Control over business concessions for domestic and international marine, boating, road, rail, air, postal and telecommunications, and river transport;
  • Development of a strategy for all forms of transport;
  • Protection of the sea from pollution;
  • Seaports, maritime domain and establishing maritime boundaries, marine insurance and maritime agencies;
  • Inland freight-transportation centres;
  • Airports;
  • Telecommunications and post;
  • Development of technical terms and conditions for the use of facilities, technical equipment and installation of telecommunications and radio communications;
  • Enactment of legislation on concessions for services in public telecommunications;
  • Inspections;
  • Navigational safety at sea, internal and international road traffic and road operations except from the scope of the Ministry of Interior;
  • Organisation of strategic infrastructure projects and investment programs of special importance for the Republic of Croatia;
  • Organisation of major infrastructure investment projects.


Regional

Regional authorities are responsible for: 
  • Systematically monitoring and analysing studies, proposing measures, preparing projects and preliminary studies to improve traffic and communal infrastructure;
  • Transport and traffic infrastructure of regional importance;
  • Construction and maintenance of county and local roads;
  • Operation of railways of regional importance, if specifically transferred by the government's decision (which has not yet taken place);
  • Maritime transportation – county lines: regulation and concessions;
  • Ports (through county port authorities).​



 

Local

Local authorities are responsible for:

  • Traffic management;
  • Operation of railways of local importance, if specifically transferred by the government's decisions (which has not yet taken place);
  • Construction and maintenance of uncategorised roads;
  • Maintenance of local roads in the area (only for large Towns and County seats Towns);
  • Maritime transportation – local lines: regulation and concessions;
  • Local public transport;
  • Taxi service – regulation and issuance of permits.​
