Central

State authorities are responsible for:

  • Overall legislation and implementation of EU energy legislation at the national level;
  • Strategy of energetic development;
  • Programme of energetic development;
  • Funding;
  • Energy efficiency policies and strategies;
  • Introduces and continuously upgrades functionality of the system of measurement and verification of energy savings (SMIV);
  • Distributes A Guide through Energy Efficiency Activities;
  • Promotes energy service contracts as required by the Directive (EED 2012/27 / EU);
  • Renewable Energy Sources, 2020 Plan.

Croatian Energy Regulatory Agency:

  • Ensuring the objectivity, transparency, and impartiality in the performing of energy activities;
  • Helping with the execution of the principle of regulated access to the network/system;
  • Adapting methodologies for setting the tariff items of tariff systems;
  • Helping preserve an efficient energy market and market competition;
  • Protecting the energy customers and energy undertakings.

 Regional

Regional authorities are responsible for:

  • Programmes for effective energy exploitation;
  • Planning and development of gas distribution systems at the county level;
  • Concessions for development of gas distribution systems and for gas distribution activities;
  • Participation in decision-making on location and construction of new power plants, energy networks, and other facilities;
  • Optional establishment of regional energy agencies.

Development Agency of a County:

  • Monitoring of energy consumption in County-owned facilities;
  • Carrying out activities in the implementation of European programs in the field of energy‑efficient construction and renewable energy sources;
  • Collecting, systematising, and monitoring legislation and programs relevant to energy efficiency and renewable energy sources at EU and national (regional) level;
  • Planning documents with clearly defined implementation measures (Annual Energy Efficiency Plan);
  • Collaborating and exchanging experiences with other regional agencies and other relevant bodies and departments at county and national levels.

Local

Local authorities are responsible for:

  • Programmes for effective energy exploitation;
  • Planning and development of thermal energy distribution facilities and systems;
  • Concessions for the development of thermal energy distribution systems and distribution of thermal energy;
  • Participation in decision-making on location and construction of new power plants, energy networks, and other facilities;
  • Optional establishment of regional energy agencies (in cooperation with other local authorities).
