Central
 

The central Government is responsible for:

  • Design and implementation of the transport policy;
  • Development of infrastructure for all modes of transportation;
  • Organising, coordinating, and overseeing the implementation of the transport system;
  • Shaping the public policy on the carriage of passengers and freight by rail, road, sea, inland waterways, and air;
  • Drafting the public policy in the areas of combined transportation, transport transit, and logistics;
  • Development of national transport strategies;
  • Traffic safety for all types of transport;
  • Management of the state sea port in Klaipeda as well as state‑owned airports Vilnius International Airport, Kaunas Airport and Palanga International Airport.

 

Local 
 

Local authorities are responsible for:

  • Planning of the infrastructure;
  • Maintenance, reparation, surfacing of local roads and streets as well as organisation of traffic safety;
  • Organisation of transportation for passengers passing the local routes, calculation and payment of compensations for passengers using the preferential transportation.
  • Licensing of the local public transportation routes;
  • Organisation of free of charge transportation to schools for school-aged children living in the rural areas.
