Economic, social and territorial cohesion

European Regional and Development Fund (ERDF) is managed by the Ministry of Finance of the Republic of Lithuania, which runs two operational programs:

  1.  'Economic Growth';
  2.  'Promotion of Cohesion'.

European Social Fund (ESF)
The main responsibility lays with the Ministry of Finance, which formulates the national development plans.

Spatial Planning 
Territorial planning is shaped by the Government and the Ministry of the Environment has the following functions:

  • Organise, within its competence, the preparation of territorial planning documents;
  • Draft, within its competence, the legal acts necessary for the implementation of the law;
  • Monitor, within its competence, the implementation of territorial planning documents on the national and regional level; in particular, monitor institutions authorised by the Government.
 
 

Local

Local authorities are responsible for:

  • Participating in the preparation and implementation of regional development programmes;
  •  Preparing and implementing of strategic development documents and planning documents thereof.

In the area of spatial planning local authorities are responsible for:

  • Planning of the infrastructure, social and economic development, preparation of strategic development and action plans, preparation of programmes related to the development of tourism, housing, small and medium sized enterprises;
  • Implementing the State territorial planning policy by preparing the documents for territorial planning at the municipality level;
  • Coordinating and organising the preparation of territorial planning documents at the municipality level;
  • Monitoring, within its competence, the implementation of the territorial planning documents (in cooperation with state authorities) at the municipality level;
  • Issuing construction permits;
  • Supervising the use of buildings
