Central
 

The central Government is responsible for:

  • Civil protection (sharing this responsibility with the municipalities);
  • The Government lays down plans and procedures related to civil protection, such as the emergency prevention plan, the procedure for civil protection training, and coordination of actions of NATO in the field of civil protection;
  • National emergencies are managed by the Government Emergency Commission.
 
 
Local
 

Local authorities are responsible for:

  • Preparedness of the civil protection system locally;
  • Predicting and preventing potential emergencies within municipality;
  • Declaring and lifting municipal level emergency;
  • Organising exercises and educating residents in civil protection;
  • In the event of emergency, warning the residents and institutions, taking relevant decisions and organising rescue, search operations and urgent works and mobilising the entire forces of the civil protection system for imminent or actual emergency response and mitigation of its consequences, protection of residents and their evacuation;
  • Organising the provision of aid to victims during an emergency event and emergency;
  • Organising provision of disrupted public utility services;
  • Working with other municipalities;
  • Together with forces of the civil protection system, organising sanitary treatment and other measures of radioactive, chemical and biological decontamination in the event of an emergency;
  • Municipal Emergency Commissions, chaired by the Head of Administration, maintains the municipal civil protection system and takes decisions required for the management of an imminent actual emergency.

Responding to pandemics

Central

Emergency situation was declared and a commander of emergency operations was appointed in response to coronavirus pandemics under the Law on civil protection. The central Government and its relevant institutions are responsible for:

  • Preparing a strategy for the management of the pandemics;
  • Managing and coordinating response efforts nationally;
  • Managing information and informing the public;
  • Implementing measures of the Economic Incentives Plan, such as ensuring resources for efficient functioning of health care and public protection systems; preserving jobs and personal incomes; helping to preserve business liquidity; boosting economy; ensuring the liquidity of the state budget;
  • Business support (subsidies for micro companies, interest rate compensation, loans, loan guarantees, Business Support Fund);
  • Ensuring continuity of education;
  • Ensuring national supply of personal protection equipment.
     

Local

Local authorities are responsible for:

  • Taking part in emergency response through own emergency operation centres, emergency commissions and own emergency operations officer;
  • Managing emergency response efforts on a local level;
  • Organising of learning in pre-primary, primary and secondary education establishments;
  • Adopting public transportation schedules and rules to quarantine conditions;
  • Allocating and managing financial support to residents and businesses and providing social support;
  • Encouraging business and culture, including catering sector;
  • Ensuring continuity of social services;
  • Ensuring that quarantined persons remain in isolation for the entire isolation period;
  • Founding of fever clinics for patients presenting coronavirus symptoms;
  • Disinfecting premises;
  • Buying medical equipment and PPE;
  • Mass testing of target groups.
