This area is managed by the Ministry of Vocational Training and Employment which is in charge of initial and continued professional training, and the development of adequate structures and programmes. . Vocational training institutions are public institutions under the authority of the ministry.

Article 4 of Law No 2008-10 of 11 February 2008 on vocational training stipulates that the state establishes general policy in the area of vocational training, and is responsible for promoting, organising and developing this training. Article 5 of the same law stipulates that the Ministry for Vocational Training, in coordination with the parties concerned, monitors current and future developments in order to help shape general policy and implement the programmes to develop the vocational training system at national, regional and sectoral level.

Local

The role of local authorities is limited to the option of setting up a vocational training institution (not a category of institution or defining the standards which govern them). Article 34 of Law No 2008-10 on vocational training stipulates that vocational training institutions may be set up by a ministry, a local authority, a vocational organisation, a business, a grouping of businesses, an association or a private party, among others.
