Central

​This area is managed by the Ministry of Education. 
 
The field of higher education is managed by the Ministry of Higher Education and Scientific Research which has authority over all higher education and research institutions.

Article 7(4) of Law No 2006-73 of 9 November 2006 amending and supplementing Law No 96-6 of 31 January 1996 on scientific research and technological development stipulates that the administrative, financial and scientific organisation of public scientific research institutions and the way in which those institutions operate are established by decree. They are under the authority of the state. The supervisory authority is determined by the decrees establishing these institutions.

Regional

 The regional commissionerships of education have legal personality and financial autonomy and are under the authority of the Ministry of Education. According to Article 2 of Law No 2010-14 of 9 March 2010 on regional commissionerships of education, these institutions are responsible for implementing state education policy at regional level, ensuring that the principles of effectiveness, quality and fairness are translated into action throughout the educational system, and represent the Ministry of Education at regional level.
