The Ministry of Agriculture is responsible for maintaining and monitoring public water resources[1]. The regional commissionerships for agriculture are part of this ministry and are devolved rather than decentralised administrative authorities[2].

Article 16 of Law No 95-70 of 17 July 1995 on water and ground conservation establishes an advisory body for water and ground conservation called the National Council for water and ground conservation, to be responsible for making proposals regarding the national water and ground conservation strategy and for safeguarding, developing and renewing these resources.
