Central

​Tunisia's economic policy is primarily within the competence of the central authorities (the prime minister, the finance ministry, the other ministries for the preparation of the finance laws and the development plan and the Parliament).

Article 12 of the 2014 Constitution mentions the state goal of sustainable and regionally balanced development

Under the 2014 Constitution, the development plan is still adopted by law (Article 65) but the head of government sets the state's general policy and ensures that it is implemented (Article 91).

Regional


The new 2014 Constitution introduces the Supreme Council of Local Authorities. Article 141 of the new 2014 Constitution stipulates that the Supreme Council of Local Authorities is a representative structure for all councils of local authorities,and its headquarters are outside the capital. The Supreme Council of Local Authorities examines matters related to development and balance between regions and renders an opinion with respect to draft laws related to local planning, budgets and financial issues. The President of the Council of Local Authorities may be invited to attend discussions of the Assembly of the People’s Representatives[1]. The last point of Article 141 adds that the composition and tasks of the Supreme Council of Local Authorities are regulated by law, without providing any further details.

Moreover, the government agency Ministry of Regional & Local Development aims to alleviate regional differences in development within the country.
