Central

This area is managed by the central administration (Ministry of Transport) through devolved administrations without legal personality.

Transport is regulated by Law No 2004-33 of 19 April 2004 on the organisation of land transport. Article 3 of this law stipulates that the state and, within the limits of their powers, regional authorities organising land transport will organise land transport and ensure that they operate smoothly.
The Ministry of Transport is also responsible for civil aviation and accident investigation, carried out by the Civil Aviation and Airports Authority.

Regional

Article 9 of Law No 2004-33 on the organisation of transport stipulates that within the limits of their powers, governors will perform the tasks assigned to the regional authorities with regard to organising land transport.
