Malta Youth and sports

 Central level

The Ministry for Education and Employment and the Parliamentary Secretariat for Youth and Sport and Voluntary Organisations have the overarching responsibility for the coordination and the implementation of The National Youth Policy - Towards 2020 for the period 2015-2020.Aġenzija Żgħażagħ, the National Youth Agency, is responsible for the strategic planning and day-to-day operational matters. Its functions are the following:

  • Provide new spaces and facilities both at regional and local community level for young people;
  • Develop and implement services, programmes, projects and initiatives for the active engagement, empowerment and participation of young people;
  • Develop and implement cross-sectoral supports for young people that enhance their social participation and their learning and employment prospects;
  • Raise awareness among young people; listen to and support the voice of young people, and actively involve them in the decision making process on issues that impact their lives;
  • Develop and implement alternative learning programmes for young people who are socially excluded, at risk or have left school early;
  • Foster and support cooperation in the youth field at European and international level and liaise with the European Union Programmes Agency in maximising the opportunities provided under the Erasmus+ Youth in Action programme;
  • Actively encourage and facilitate the involvement of youth organisations/NGOs, in the provision of programmes, projects and initiatives for young people;
  • Undertake and publish ongoing research and data collection on the lives of young people.

SportMalta is the entity responsible for:

  • Implementation of the Sport Act since2003 (implementation date);
  • Sport policy formulation and implementation;
  • Registration of sports organisation and assisting them financially and regulation-wise;
  • Financial and other assistance to Local Councils and persons for the promotion and development of sport;
  • Development and implementation of sport programmes which target all members of the community. Special programmes exist to encourage youth to participate in multi-sports programmes


 

Regional level

The Regional Councils are responsible for:

  • The provision of assistance to local councils within the region to benefit and successfully manage programmes which are funded by the European Union;
  • The coordination with local  councils of sports and physical  activities and initiatives,  including those relating to welfare


 

Local level

The Local Councils are responsible for:

  • Organisation of sports or physical activities for all residents of all ages cooperate closely with the sports associations from the locality, to provide good sports facilities and organise such sports activities as are not normally organised by local sports associations;
  • Ensuring the best use after normal school hours of facilities that already exist in schools such as sports facilities, school halls, information technology laboratories, and other public facilities in the locality;
  • Assistance (in the framework of regulations made by the Minister) to sports persons so that they will be able to develop their talents;
  • Establishment, upkeep and maintenance of sport and other leisure centres.
