Central level

The Ministry for Education and Employment is responsible for:

• Lifelong learning;
• Employment and relevant training;
• Preparation of citizens for work;
• Provision of vocational qualifications and courses needed for a particular profession or trade (the Directorate for Research, Lifelong Learning and Employability, Malta College for Arts, Science and Technology (MCAST), Jobsplus).

The National Employment Policy (2014) sets out several programmes and initiatives for developing skills for work and entrepreneurship, including the 'New Skills or New Jobs' agenda.

Regional level  

The Regional Councils are responsible for:

• The provision of assistance to local councils within the region to benefit and successfully manage programmes which are funded by the European Union;
• The provision of subsidy to  students for researches regarding aspects relating to the region
