Malta Education

Central level

The Ministry for Education and Employment is responsible for:

  • Ensuring equal opportunities of quality education for all;
  • An education system which provides every young person with the lifelong skills, values, and self-reliance to be independent;
  • To offer a wide variety of higher education and training opportunities to enable everyone to get ahead in life and develop themselves professionally;
  • Formulating and implementing effective policies on education and employment, working closely with stakeholders in the field;
  • Development of legislation, policy, and strategy related to:
  • Primary education;
  • Secondary education;
  • Establishing the framework of the national curriculum both for State schools and for non-State schools at compulsory educational levels and monitoring accordingly;
  • Education and teaching of the Catholic religion;
  • Resource centres and training;
  • Further and Higher education (including the Malta College of Arts, Science and Technology – MCAST, which provides vocational education opportunities).

 

Entities of the Ministry include, among others:

Foundation for Educational Services, which provides various innovative schemes of educational programmes  to meet the needs of the community. The FES is committed to ensuring that all service users are supported through informal educational initiatives.

 

National Commission for Further and Higher Education, whose mission statement is to foster the development and achievement of excellence in further and higher education in Malta through research, effective licensing, accreditation, quality assurance and recognition of qualifications established under the Malta Qualifications Framework.[1]


Regional level 

The Regional Councils are responsible for:

  • The provision of assistance to local councils within the region to benefit and successfully manage programmes which are funded by the European Union;
  • The provision of subsidy to students for researches regarding aspects relating to the region.


 

 Local level

The Local Councils are responsible for:

  • Establishment, upkeep, and maintenance of childcare centres, kindergartens and other educational services or buildings (in accordance with the national scheme);*
  • Recommendation of persons for appointment as presidents of primary school councils;
  • Lifelong learning in the locality;
  • Administration of local libraries.

* Responsibility shared with the central level.
