Central level

Ministry for Energy and Water Management, which has been created in 2017, is responsible for:

• Development of renewables;
• Implementation of energy and water policies;
• Water and energy services.

The Energy & Water Agency, which is a Government Agency established in 2016, is responsible for:

• Formulation and adaptation of policies related to energy and water;
• Ensuring security, sustainability and affordability of resources for final consumers;
• Implementation of EU policies on energy efficiency, renewables, gas security, among others.

The Malta Resources Authority, which is a public body set up in 2000 through the Malta Resources Act, is responsible for:

• Sustainable energy policy and legislation;
• Energy supply;
• Energy efficiency;
• Energy labelling;
• Emission trading operations;
• Promotion of renewables;
• Energy sector licenses.

Regional level

The Regional Councils are responsible for:

• Adopting measures that increase energy efficiency;
• The provision of assistance to local councils within the region to benefit and successfully manage programmes which are funded by the European Union.

Local level

The Local Councils are responsible for:

• Adopting measures to ensure more efficient use of energy.
