The Ministry of Environment is the main body in charge of environmental planning, the laws and their application[1]. Furthermore, the Ministry of Environment delegates the management of subsidies to individual consultants, universities and consultancies, which, with the Lebanese private sector, have played a major role in the environmental sphere over the past 15 years. The planning, management and supervision of national projects which are funded by the State with development partners through the Council for Development and Reconstruction are all entrusted to the private sector[2].


Lebanon has been a party to the UN Framework Convention on Climate Change (UNFCCC) since December 1994 (Law 359) and acceded to the Kyoto Protocol in November 2006 (Law No 738)[3].
