 Central


Central government is responsible for:

  • Implementing the rules of civil defence law and decisions executing those rules;
  • Creating plans and civil defence procedures and managing their implementation;
  • Taking suitable procedures in case of occurring disasters;
  • Coordinating with ministries and concerned authorities to carry out the civil defence procedures;
  • Insurance of a civil protection of persons, property and the environment and to remedy the losses;
  • Avoid threats to public safety and response and the reduction of their results, and in cases of natural disasters and calamities and emergency conditions resulting from acts of war, and in the case of the threat of war in its various forms. Ensure the right of individuals to exercise self-protection, and to ensure the continuation of normal public life;
  • Informing citizens and direct them and guide them and train them on the work of civil defence, subjected to periodic exercises when necessary;
  • Evacuation procedures;
  • Information provision for citizens on different types of emergencies;
  • Demolition of buildings prone to collapse;
  • Training of persons to perform the required tasks;
  • Ensure the application of the laws and regulations relating to all acts of civil defence;
  • In 2014, the Lebanese Parliament approved the employment of Civil Defence Volunteers.

 

Regional

 Governorates play a co-ordinating role within civil defence and act as an essential line of communication between districts and central government.
They are directly managed by central government and carry out national policies and decisions within their areas of responsibility.

 

Local ​


Municipalities have no official competencies or responsibilities within Civil Defence. However voluntary powers include coordination of local action groups and providing information for citizens within areas of responsibility.
