​The Vocational Training Corporation (VTC), a semi-autonomous agency established in 1976 under the Ministry of Labour, owns and operates a network of 35 vocational training centres (with an additional 12 centres under construction). Its main purpose is to provide workforce training for different occupational levels.
The VTC’s competencies are:

  • Providing services to establish and develop small and middle establishments;
  • Training and preparing qualified and competitive manpower in different professional disciplines, and raising its competencies according to the needs of marketplace by designing, implementing and assessing training programs in accordance with highest quality standards in partnership with employers and civil society organizations;
  • Training for trainers and supervisors;
  • Training in the fields of safety and professional health;
  • Classifying professional workers and practitioners, and professions stores in accordance with accredited professional and national standard

The VTC has made major efforts to increase the proportion of women enrolled in its regular programmes by various means, one of which is establishing new training centres exclusively for female occupations.[1]
The VTC has also been given responsibility for regulating the labour force by classifying workplaces and workers as stipulated in the Occupational Work RegulationLaw No. 27 of 1999. The Law calls for the classification of all workers according to a skills ladder (limited skills, skilled, craftsman, technician and professional) and the classification of all workshops according to standards in order to improve and sustain the quality of products and services given by Jordanian enterprises. Fines are stipulated for firms without the proper certificate, for employing unclassified workers and for individuals practising an occupation without a license. Implementation of the Law is expected to increase the demand for VTC training programmes, and to place a heavy administrative burden on the Corporation.[2]
