Central

​Central government is responsible for:

  • Management of EU funds in civil protection projects and programmes;
  • Safeguard public freedoms and the rights of citizens;
  • To maintain the security, stability and public safety and the safety of individuals and their property and to take the necessary preventive measures;
  • Maintenance of public order and public morals and ensure public convenience;
  • The strengthening of national unity among the people of the province;
  • Attention to religious and national occasions and oversee the proper organized in coordination with the competent authorities;
  • Follow-up by the state departments and institutions work and implementation of the laws and regulations, instructions and official communications and directives in coordination with the relevant authorities;
  • Working to provide better services to citizens;
  • Achieving justice for all within the rule of law and not inconsistent with the independence of the judiciary;
  • Inspection of reform and rehabilitation and the role of detention centres in the province;
  • The supervision of local councils in order to ensure its duties to the fullest;
  • Preservation of state property;
  • Periodic meetings of the boards and committees headed by the contract and take the necessary measures to implement the decisions and recommendations issued by the proceedings
  • The Governor or his authorized representative in writing the function of the judicial police in relation to red-handed as stipulated in the Criminal Procedure Code.

Local

Civil defence mechanisms operate at the central level and through regional governorates only. There is no provision in the civil defence law for powers at the local level. Though centrally managed there are local councils, offices and departments operating at the local level in this sector.

There are on-going projects to develop partnerships between the Civil Defence Services and local societies and private stakeholders.
