Netherland immigration

​Central level

The Ministry of Justice and Security is responsible for:

  • Establishing legislation and policies and regulations;
  • Setting criteria for citizenship;
  • Monitoring the Central Organ for Asylum seekers (COA);
  • Determining housing facilities for asylum seekers;
  • Facilitating the integration agenda between the national government and the municipalities;
  • Providing for means for municipalities to implement the integration policies.

The Immigration and Naturalisation Service (IND) is responsible for:

  • Implementing migration policy;
  • Assessing whether an asylum seeker needs protection;
  • Assessing applications for residence and naturalisation.

 

The Central Agency for the Reception of Asylum Seekers (COA), an independent administrative body, under the Ministry of Justice and Security. is responsible for:

  • The tangible and intangible reception of asylum seekers;
  • Accommodating asylum seekers in central reception facilities or municipal reception locations and the payment to municipalities of the cost of reception;
  • Providing intermediary services in arranging accommodating in municipalities for entitled to reside (in the Netherlands);
  • Working closely with other organisations in the aliens' chain, including the Immigration and Naturalisation Service, Aliens Policy, Royal Netherlands Military Constabulary and the Repatriation and Departure Service.


 

The Repatriation and Departure Service directs the departure of foreign nationals who are not entitled to stay in the Netherlands.

Local level

Local authorities are responsible for:

  • Implementation of national policies;
  • Providing information;
  • Organising language and integration courses;
  • Integration agenda between the national government and the municipalities;
  • Welcome ceremony for new Dutch nationals;
  • Providing housing for asylum seekers that have been granted permission to reside in the Netherlands According to a quota set by the Ministry;
  • Issuing Citizen Service Number.
