​​​Central level

The Ministry of Education, Culture and Science is responsible for:

  • Developing policy for public schools, (there is a principle of non-intervention in church-based education which is entrenched in Article 23 of the Dutch Constitution);
  • Determining policy guidelines and the legal framework for primary, secondary and higher education (e.g. types of secondary education, obligatory and non-obligatory courses, etc.);
  • Providing funding for schools and higher education institutions;
  • Creating Inclusive Education networks or mainstream schools and schools for special education in accordance with the Act on Appropriate Education (Wet Passend Onderwijs, 2014);
  • Determining the scope of school inspections carried out by an independent education inspectorate.

The Education Executive Agency - Dienst Uitvoering Onderwijs (DUO) is the executive arm of the national government for education.

The Inspectorate of Education is responsible for:

  • Monitoring and assessing the quality of education in individual schools and educational institutions and the education system as a whole;
  • Assessing the performance of the municipalities with respect to their tasks for childcare and toddler playgrounds;
  • Communicating findings with the stakeholders and the public. 

The Advisory Council for Science, Technology and Innovation (an independent advisory body) advises the government on scientific research, technological development and innovation.

The Education Council (an independent advisory body) advises the government and the House of Representatives, solicited and unsolicited, on broad lines of policy and legislation in the field of education.

Regional level

Regional authorities are responsible for:

  • Influencing on policies;
  • Providing for a regional plan for possible cooperation between secondary education schools.

Local level

Municipalities are responsible for:

  • Establishing and maintaining public schools in primary and secondary education;
  • Managing school buildings and equipment;
  • Monitoring air quality in schools (Municipal Health Service);
  • Allocating additional funding to support pupils who require extra support;
  • Strengthening the pedagogical climate in families, areas, neighbourhoods, schools, play grounds and child day care (in accordance with the Youth Act);
  • Care for drop-outs and other vulnerable pupils.
