The Ministry of Social Affairs and Employment is responsible for:

  •  Developing policy and regulations and Creating the general framework for the development of employment;
  • Setting minimum wage and vacation benefits;
  • Ensure optimal conditions for access to and participation in the labour market;
  • Facilitating industrial relations and working conditions (The Arboportaal informs employers about health and safety);
  • Managing subsidies and grants for employment programmes (through the SZW Agency);
  • Promotes compliance with labour protection laws occupational safety regulation and combats labour market fraud (through the Inspectorate SZW)

The Institute for Employee Benefit Schemes (UWV) (an independent administrative body commissioned by the Ministry of Social Affairs and Employment) is responsible for

  • Facilitating access to benefits such as unemployment benefit
  • providing employment services online and through the 30 regional offices

The Ministry of Economic Affairs and Climate Policy[wres1] is responsible for

The Transport Inspectorate enforces occupational safety and health legislation in transport sector.

Regional level

Regional authorities are responsible for:

  • Developing regional economic policy through the regional investment strategies;
  • Providing support for entrepreneurs through one stop shops;
  • Facilitating regional boards for employment services, with municipal, employees and employers membership;
  • Establishing investment banks;
  • Providing for branding of the region to attract businesses;
  • Occasionally presenting at foreign trading missions.

Local level

Local authorities are responsible for:

  • administering social assistance and local employment schemes (municipalities have their own schemes for integrating those on benefits into the labour market);
  • Training and re-training;
  • Ensuring optimal conditions for access to and participation in the labour market;
  • Stimulating entrepreneurship;
  • Issue permits for market traders;
  • Providing support to those facing limitations to work and for the integration of those people into the labour market including organising counselling, support, additional training, supported employment, reintegration trajectories and employment subsidies
