Netherlands Culture

​​​Central level

The Ministry of Health, Welfare and Sport is responsible for:

  • Setting general policy objectives in the field of culture and the protection national cultural heritage;
  • Providing of legal framework;
  • Establishing arts centres, national museums and monuments;
  • Providing funding through
  • Funding 84 institutions directly because they have a specific function in national arts and culture or play a key role in the regional and urban infrastructure;
  • Six cultural funds for the performing arts, film, visual arts, literature, the creative industries and cultural participation;
  • Running programmes, such as cultural education and entrepreneurship, jointly with other ministries including the Ministry of the Interior, the Foreign Ministry and the Ministry of Economic Affairs and Climate Policy, with other tiers of government (provinces and municipalities) and/or with other parties in the public and private sectors;
  • Overseeing the national digital library, monuments of national importance, and the national public broadcasting system.

The Heritage Inspectorate supervises the archaeology, archives, cultural collections and monuments.

The National Archives is the central repository of the archives of the government and has an important public and knowledge function. 

The Council for Culture advises both general cultural policy and regulations as concrete decisions such subsidies.

Regional level

Regional authorities are responsible for:

  • Providing financial support for cultural activities under supervision of national government;
  • Spreading, regulating and maintaining the supply of culture at the provincial level;
  • Coordinating policy and making policy is certain areas; (Cultural policy is only a core tasks of the province if it exceeds local interests);
  • Managing provincial museums;
  • Supervising municipalities in their implementation of policy;
  • Participating in policy making on the protection of cultural heritage within the framework set by e national government;

The province of Friesland (Fryslân) has special arrangements for the Frisian language.

Local level

Local authorities are responsible for:

  • Providing financial support for cultural activities under supervision of national government (financial reporting);
  • Implementing local cultural policies;
  • Financing local museums and libraries (majority of Dutch museums and libraries are financially dependent on municipalities);
  • Maintaining cultural facilities (museums, etc.);
  • Advising the ministry on adding monuments to the national monument list and assisting in the local implementation;
  • Providing and subsidising facilities concerning education in the arts and culture;
  • Maintaining the various venues and facilities and for scheduling performances.

Ministry of Health, Welfare and Sport,

Child and Youth Act (Jeugdwet, 2015): states that within their youth policy local municipalities are responsible for decreasing the number of children in specialized care, increasing preventive and early intervention support, and promoting the use of social networks.

Social Support Act (Wmo, 2015): holds municipalities responsible for setting up social support with the aim of all citizens participating in all facets of society.
