​Central

The central government is responsible for:

European Agricultural Fund for Regional Development (EAFRD)

  • In line with the national Rural Development Programme and the Common Agricultural policy, the national managing authority oversees implementation of EAFRD projects and measures (including those implemented through LEADER programmes and local action groups.)
  • Ensuring economic development and social cohesion within agricultural communities.
  • Slovakia is granted a budget allocation of EUR 1.5 billion from this fund for the period 2014-2020.

European Maritime Fisheries Fund (EMFF)

  • Through the national managing authority, the Ministry of Agriculture and Rural Development, the central government is responsible for approving and monitoring the implementation of the EMFF funded measures in fisheries or aquaculture based communities.
  • Although a landlocked country, Slovakia receives EUR 16 million (supplemented by a national EUR 5 million contribution) for investment in aquaculture farm and lake-based communities. Slovakia invests these funds in aquaculture, water control, protection, and recreational fishing. The funds are directly managed.

European Regional Development Fund (ERDF)

  • Elaboration, implementation and monitoring of the policy.
  • The managing authority for ERDF is the Ministry of Transport, Construction and Regional Development.
  • Slovakia is allocated EUR 7.3 billion from this fund.

European Social Fund (ESF)

  • The elaboration, implementation and monitoring of the policy.
  • The managing authority for ESF is the Ministry of Labour, Social Affairs and Family.
  • Slovakia is awarded EUR 2.2 billion to promote employment and social inclusion for the period 2014-2020.

  • The legal framework and policy guidelines for spatial planning.

 

Regional

Regional authorities are responsible for:

  • preparing analyses and evaluating the development of the region
  • cooperating with the competent state authorities
  • drawing up proposals for a regional innovation strategy and regional innovation policy and other sectoral strategies and policies,
  • creating conditions for the establishment and development of territorial cooperation and partnerships;
  • cooperation with the regions, territorial authorities and other public entities or authorities of other states that perform local government functions,
  • maintain an electronic record of community development programs and joint development programs of municipalities, which are located in its territory,
  • promote regional development area of higher territorial units may set up regional development agencies,
  • support the development of business activities necessary for the development of the region.

European Regional Development Fund (ERDF)

  • Providing for the creation and implementation of economic development of the territory of the Region;
  • Carrying out regional investment and business activity in order to ensure the needs of the population of the Region and local government, and
  • Establishing, dissolving and controlling the regional budget.

European Social Fund (ESF)

  • Providing for the creation and the implementation of the social development on the territory of the Region;
  • Procuring and approving the development in the field of social services and work with Municipalities and other entities and individuals in the construction of housing facilities;
  • Working with communities to develop programmes of social development of communities;
  • Developing and disseminating the concept of social services, social prevention and social counselling;
  • Deciding for the provision of care services and their payment, and
  • Concluding agreements for the payment of social services.

Spatial planning

  • Conducting planning activities on the territory of the Region, and
  • Procuring, discussing and approving land-use planning documents of the region and spatial planning.

 

Local

Municipal authorities are responsible for:

European Agricultural Fund for Regional Development (EAFRD)

  • In line with the national Rural Development Programme and the Common Agricultural policy, local action groups can implement measures through LEADER programmes.
  • Municipalities can propose projects through national managing authority distinct from LEADER programmes.
  • Municipalities are responsible for ensuring economic development and social cohesion within agricultural communities.

European Regional Development Fund (ERDF)

  • Carrying out tasks related to the proper management of movable and immovable property of the municipality;
  • The preparation and approval of the budget and final account of the village;
  • Deciding on matters of local taxes;
  • Managing investment activities in the Municipalities;
  • The implementation regional development strategy, and
  • Elaborating programmes of economic development.

European Social Fund (ESF)

  • Performing tasks in the area of social assistance;
  • Making decisions in the field of:
  • Social services and control of social services;
  • The establishment of social service facilities;
  • The payment for the care services.

Spatial planning

  • Procuring and approving housing development programmes, and
  • The approval of planning documents within the municipal limits.
