Issues and tasks connected with the employment policy are decentralised via decentralisation of special state administration. In this context, the competences have not been delegated to the self-government. Territorial offices for work, social affairs, and family offices have competences in the fields of state social aid, registration of unemployed people, re-qualification courses, and activation subsidies to employers.

The central government is responsible for:
- Overall employment policy;
- Safety and protection of health at work;
- Labour-law relations;
- Civil service employment relations;
- Legal relations in the performance of civil service and the legal relations of elected officials of the local self-government;
- Labour inspection, and the coordination of the employment strategy and labour market policy
Regional
Regional offices of the Central Office of Labour, Social Affairs and Family are responsible for:
- Devising and implementing activation programmes for labour market access.
- Supporting the development of local or regional employment.
