Slovakia Civil protection

Central

The Ministry of the Interior is responsible for:

  • Monitoring the territory.
  • Public Order
  • Protecting the constitutional system.
  • Setting up emergency plan, including the plan of implementation of the tasks and measures on civil protection.
  • The warning of the population.
  • The evacuation of the population.
  • The regulation of the movement of persons and the means of transport.
  • First aid and immediate healthcare.
  • Individual protection of the persons.
  • The decontamination of terrain, building, material.
  • The disposal of hazardous substances and the prevention of their uncontrolled spread, and
  • The prohibition and regulation of the consumption of contaminated food, water.

Within the Ministry of Interior, the Slovak Police Force is responsible for:

  • Performing the tasks of State administration in policing, managing 8 regional headquarters, and 53 districts.
  • Ensuring public order and safety.
  • Preventing, detect and investigate crime.
  • Protecting state borders.
  • Controlling traffic and ensuring safety.

Within the Ministry of Interior, the fire and rescue corps section is responsible for:

  • Performing the tasks of State administration in the field of protection against fire;
  • Carrying out the State fire supervision;
  • Performing tasks in response to fires, in the provision of aid and the implementation of the life-saving work in emergencies, disasters events;
  • Providing assistance to threatened persons;
  • Carrying out the rescue work for the safe removal of structures and ice barriers;
  • Ensuring uniform application of technical fire safety requirements, and
  • Performing tasks in the field of education, learning and training in the field of protection against fire

 

Regional

Regional authorities are responsible for:

  • Analysing the possible emergencies within the Regions;
  • Planning and ensuring the coordination of evacuation;
  • Training people for self-defence, and
  • Promoting activities in civil defence.
  • The Fire and Rescue Corps consists of eight regional Directorates and 49 bureaus in several districts
  • The Slovak Police Force consists in 8 regional headquarters at regional level.

Above-mentioned competences are fully provided by District office resident (with the seat) in the region because of its territorial sphere (scope) of activity – i.e. including the whole population on the territory of the region

The self-governing regions are responsible for its sphere of activity – i.e. employees of the Bratislava Regional Office/Bureau, High Schools, social facilities, cultural facilities, transport in its territorial zone of activity according to paragraph 14a of the Act (No. 42/1994):  

  • Providing necessary materials to develop analysis of the territory of the Region and necessary materials to develop (Action) plans in the field of Civil defence in case of emergency to the District office resident in the region
  • Cooperation with the State administration in planning and providing the evacuation in its territory and creating the conditions for cooperation between self-governing regions in case of evacuation (emergency)
  • Providing to the District office resident in the region the information about facilities of civil protection and cooperating with the State administration and municipalities in planning and solving the protection of population 
  • Methodical running and performing of training of the population in self-defence, mutual help (assistance/aid), as well as in first aid in cooperation with public institutions with humanitarian function
  • Participating in preventive, educational and propagational (promotional) activity in civil defence

The self-governing region pay the expenditure relied with preventive, educational and propagational (promotional) activity from its own funds

 

Local

Municipal authorities:

  • plan for the protection of the population and inform the population and the public residing in its territory
  • manage rescue operations if they do not fall within the competence of state administration bodies,
  • store civil protection material
  • determine appropriate shelters and ensure that they are in a suitable state;
  • provide planning, declaring, managing and executing evacuation and provide emergency accommodation and emergency evacuation;
  • create civil protection units from the municipal population and ensure their capability;
  • perform the preparation of civil protection units and prepare the population for self-protection and mutual assistance,
  • declares and removes declaration of extraordinary situation
  • keep records of evacuated persons
