​Central

The central government is responsible for:

Youth policy

General competence of the Ministry for Youth and Sport for:

  • Development and implementation of legislation i.e. the Law on Youth
  • Carrying out National Youth Policy and National Youth Strategy, action plans and programmes for youth;
  • The integration, protection and assistance to the youth;
  • Guidance and training in the field of employment and volunteering;
  • International cooperation;
  • Support to youth organisations;
  • Monitoring and evaluating the position of youth in Serbia;
  • Support to the establishment of regional and local youth offices and the development of local youth action plans in cooperation with local authorities.

The Ministry of Education, Science and Technological Development and the http://www.minrzs.gov.rs/cir/ are in charge of child day care and pre-school services and child protection, family care and welfare services respectively.

The Ministry of Justice is involved in juvenile delinquency.

The Ministry of Health is in charge of youth health.

The National Association of Local Youth Offices co-ordinates the local youth offices in Serbia and liaises with the Ministry in implementation of the National Youth Strategy.

 

Regional

Autonomous provincial authorities are responsible for:

Youth policy

  • The Ministry for Youth and Sport opened six district offices for youth; Belgrade also opened a district office.
  • These districts coordinate local offices' work and are funded by the Ministry.

The Vojvodina Provincial Secretariat for Sports and Youth implements the Action plan for youth  2010-2015

Actions include:

  • Support the work of youth associations, federations, local youth offices;
  • Establish and coordinate the work of the Youth Council:
  • Prepare programmes and propose measures for improvement of the status of young people;
  • Support projects in the areas of interest to youth.

 

Local

Local youth offices are represented on the National Association of Local Youth Offices.

The bodies, agencies and organisations in charge of youth at the local level are youth councils as advisory bodies, Youth Officers, city youth counsellors, and youth associations.

Local authorities are responsible for:

Youth policy

  • The implementation of the National Youth Strategy and Action plan
  • The development of 'Local action Plans' and/or establishment of Local youth offices.
  • Local Youth Offices have responsibility in the field of:
    • Identifying the services offered to youth by institutions and organisations at the local level, and to support the development, standardization and sustainable financing of the existing youth services and the creation of new youth services;
    • Developing and implementing local youth action plans, in cooperation with all the relevant local actors and in accordance with the National Youth Strategy;
    • Developing networking in the field of youth problems;
    • Providing information and supporting projects related to career guidance and counselling, employment, volunteering, informal education, social welfare, health care, prevention and counselling, leisure activities, and other relevant services
    • Providing material and technical support for youth activities;
    • Conducting surveys.
