Central level

Via the Ministry of Solidarity and Health, the central government has established the Directorate General for Social Cohesion as well as the Directorate of Social Security. At the national level, these are responsible for the design, piloting, and evaluation of public policies of solidarity, social development and promotion of equality in order to promote social cohesion and support for people's autonomy. In achieving this mission, the central government is responsible for:

  • The preparation and monitoring of the national health insurance expenditure target (ONDAM) for the medico-social sector;
  • Supervision of social aid for homeless people and people suffering from a lack of autonomy;
  • Supervision of medical aid for illegal immigrants under certain circumstances;
  • The Active Solidarity Income (revenu de solidarité active);
  • The processing of applications for social and disability benefits and services provided by the State or on its behalf, including carrying out, where required, the checks and enquiries necessary to assess the situation of applicants; 
  • Benefits for the elderly;
  • Benefits for the disabled;
  • The implemention of all policies relating to disability;
  • Setting housing and vocational training fees for the disabled living in retraining establishments;
  • Setting functioning fees of working aid centres;
  • Social aid measures relating to housing and reintegration;
  • Accommodation fees for foreigners living in asylum seekers' centres;
  • Assistance to persons in danger of prostitution and medical-social aid to prostitutes;
  • Social security insurance policy in the public and private sectors.
  • Social services;
  • The provision of guidance to citizens on the social welfare and social services policies in place in the Principality;
  • Supporting for the implementation of decisions issued by the Principality's courts, particularly with respect to child protection; 
  • Checks and enquiries required either prior to the issue of approvals and authorisations, or at the request of competent administrative or judicial authorities; 
  • Receiving and monitoring the decisions of the Social Protection Unit's administrative committee; 
  • Management of the ten existing French welfare benefits: RSA, ASS, ATA, ADA, ASI, AAH, AV, RSO, PTS and ASPA. In 2016, these were condensed into one benefit and extended to more young people between ages of 18 and 24.

 

Regional and intermediate

Intermediate level

Departmental authorities, including the Regional Direction of Youth, Sport, and Social Cohesion (DRJSCS), the Departmental Directorates of Social Cohesion (DDCS) as well as the Protection of Populations (DDCSPP), are responsible for :

  • The definition and implementation of inclusion and social policy (without encroaching on the State's competences) including:
    • Aid for children;
    • Social aid for families;
    • Accommodation for the disabled and elderly;
    • Housing;
    • Judicial protection of youth;
    • Professional and social insertion;
  • The prevention of, and fight against exclusion;
  • The protection of vulnerable populations;
  • The coordination of social action for poverty alleviation policies;
  • social inclusion of people with disabilities;
  • social aspects of city policy;
  • The prevention of discrimination and promotion of equal opportunities;
  • The training and certification in the field of non-medical social and health professions;
  • The implementation of any aid or action relating to the prevention or management of situations of fragility, social development, the reception of young children and the autonomy of persons;
  • Therganization of inclusion (social and employment) (Within "Territorial pacts for inclusion")
  • Oversight of legal social assistance benefits (child and family welfare, assistance for the elderly, social assistance for home stay, disability compensation benefit (PCH), personalized allowance for autonomy for elderly people at home (APA), active solidarity income (RSA)

 

Local level

Municipal authorities are responsible for:

  • Social welfare (complementary action to that of the Departments);
  • Child care;
  • Nurseries;
  • Retirement homes.
