France Immigration and asylum


Central level

The central government is responsible for:

  • The overall legislation, including the definition and implementation of immigration and asylum policy; 
  • Integration contracts (CAI) as specified by law of 24 July 2006;
  • Reception of asylum seekers and beneficiaries of international protection;
  • Issuance of visas;
  • At the state level, the country adopted “the draft law for a controlled immigration, an effective right of asylum and a successful integration" in August 2018. The 5 key objectives of the law are to be overseen by the state and implemented in March 2019, the third of which commits to lead an effective and credible policy for the fight against irregular immigration. The steering of this policy will be reinforced by means of territorial strategies mobilizing all the services of the State among the regions. The state will oversee ten specialized centres that are to be set up in certain regions to improve the implementation of the Dublin Regulation
  • Managing the allowance for asylum seekers[1]
  • Managing administrative procedures for foreigners[2].

 

Regional and intermediate​ level

The prefect[2] (devolved authority) is responsible for:

  • Issuing permits to enter the territory within the frame of family reunification.
