Central level

The central government is responsible for:

  • The definition and supervision of employment policy;
  • Public employment service;
  • Professional integration of youth;
  • Contract laws;
  • Breach of contract laws;
  • Working Hours and Leave laws;
  • Compensation and financial contribution policies;
  • Combatting illegal employment;
  • Support for childcare for single parents;
  • Measures to support employers;
  • Measures to support workers with disabilities;
  • Anti-discrimination laws;
  • Recognition of foreign qualifications and disabled worker status;

The Cabinet Division (DDC) under the authority of the Ministry of Labour also provides support to the delegated state secretaries on the following topics:

  • Management of budgetary resources allocated to the cabinets;
  • Management of department travel;
  • Centralisation and preparation of draft replies to parliamentary written questions
  • Social interventions at the request of firms.

 

Regional and intermediate

Regional authorities are responsible for:

  • Participation in the public employment service (together with the State);
  • The definition and implementation of apprenticeship policy;
  • Professional integration of job seekers.

 

Intermediate level

Departmental authorities are responsible for:

  • Participation in the public employment service (together with the State);
  • The implementation of national programmes;
  • The employment side of inclusion policy: ("revenu de solidarité active"( RSA); 
  • The Departmental Assistance Fund for Youth facing Difficulties "Le fonds départemental d'aide aux jeunes (FAJ)"

Additionally the DIRECCTE (Regional Directorates for business, competition, consumption, labour and employment) are unique contacts at the regional level for companies and their employees/jobseekers. The DIRECCTE has a regional headquarters as well as departmental units that ensure compliance with the provisions of the Labour Code. Its competencies involve the following actions:

  • Support of actors in the public employment service (employment centres and local missions);
  • Cooperation with local authorities on areas such as training, apprenticeship, orientation, and support for exporting companies.

 

Local

Municipal authorities are responsible for:

  • Participation in the public employment service (together with the State);
  • Insertion into the labour market.
