Central

 

The central government is responsible for:

  • General road network maintenance and planning;
  • The majority of trains and railway networks;
  • Metro system;
  • Ports and ferry operations;
  • Aviation, airports and postal services.

Regional

Regional authorities are responsible for:

  • The establishment of transport companies, including
  • Bus transport;
  • Fixing the rates and ticketing systems;
  • Schedules;
  • Coordination and planning;
  • Private railways;
  • Individual transport of disabled people;
  • Intelligent Transport Systems
  • Digital Infrastructure
  • Transport assistance for the disabled


 

Local

Municipal authorities are responsible for:

 

  • Participating in regional transport companies;
  • Financing local bus transport;
  • Local road network;

Approximately 5% of all roads are state roads, while the remaining 95% are owned primarily by local municipalities
