The central government is responsible for the National Knowledge and Special Counselling Organisation (VISO).

The central government is also responsible for policy in the following areas:

  • Marginalised adults;
  • People with disabilities;
  • Civil society;
  • Family law;
  • International collaboration and responsibility;
  • Disadvantaged children and young people;
  • Early childhood education and care
     

Under the Danish welfare system, known as the Scandinavian welfare model, all citizens have equal rights to social security. All health and educational systems are free, and the welfare model is subsidised by the state.


 
Responsible ministries/bodies
 

 
Regional

 

Regional authorities are responsible for:

  • Operating services for exposed groups and groups with special needs that have not been taken over by the municipalities;
  • Operating institutions for children with social and behavioural problems if the municipalities have made an agreement with the preparation committees accordingly in 2006;
  • Collaboration with other regions on social issues;
  • Participating in procurement of aids, and;
  • Tasks concerning operation of housing for the elderly and housing communities

 
Local 
 

Municipal authorities are responsible for:

  • Regulatory, supply, and financing duties related to social policy;
  • Operating institutions of children and young people with social and behavioural problems (except high security institutions);
  • Child care;
  • Elderly care;
  • Social psychiatry, and
  • Main funding.
  • Sickness benefits;
  • Child allowance;
  • Retirement and anticipatory pension;
  • Provision of language courses for immigrants and refugees

Also, municipalities have the possibility to take over social services provided by the Regions.
