​Central

Central Government is responsible for overall national transport legislation in the following areas.

  • Road Transport
  • Rail
  • Aviation
  • Water Transport

 

In these areas, the central government is responsible for:

  • Preparation, creation and monitoring frameworks of policies.
  • Transport and network development.
  • Planning and co-ordination
  • Research and development
  • Compliance with State Environmental policy and energy policies.


 

Regional

Regional authorities are responsible for:

  • Road networks;
  • Regional public transport, and
  • Stipulating the scope of basic transport services in the region.
  • Integrated public transport initiatives (to differing degrees of implementation.)
  • Some regions have ownership of transport operators and are responsible for their organisers.


 

Local

Local authorities are responsible for:

  • Public transport;
  • The management of local roads, and
  • The installation, expansion and improvement of main networks and public passenger transport systems to provide transport services in the area.

 


 

Responsible ministries/bodies

The Ministry of Transport

The relationship of regional and municipal policies in transport is not hierarchical. Although objectives are linked, national policy is more or less a recommendation as stated in the Transport Policy 2014‑2020.
