Central

 

The central government is responsible for:

  • Legal capacities (State Agency for the Refugees), and
  • Providing conditions for obtaining legal defence of foreigners seeking protection.
  • Border Security
  • Issuance of Visas and Visa applications.
  • Oversight of outsourced Visa Application Centres.
  • Issuance of resident and work permits.


 

Regional


 

District Governor and District Administration are responsible for:

  • the implementation of state policy at district level
  • involved in the coordination of implementation, monitoring and evaluation of the Regional Strategy for Social Services, promotes coordination and cooperation between municipalities.

 

According to the National Strategy for Migration and Asylum, the following bodies also play a role in immigration and asylum policies:

  • Regional Inspectorates of Education (RIE) - jointly responsible with the municipality for the coordination and implementation of educational activities
  • Regional Health Inspectorates (RHIs) - coordinate and implement horizontal health measures to ensure access to quality health care for those receiving protection. Assist in conducting health prevention and prevention, including maternal / pregnancy health care;
  • District Councils for Cooperation on Ethnic and Integration Issues - bring together a wide range of stakeholders at district level and assist in their participation in the planning and implementation of integration measures;
  • Regional Directorates for Social Assistance - carry out general coordination at the regional level and the Social Assistance Directorates (SPDs) - support the beneficiaries of international protection for access to social benefits and services in cases where they meet the criteria set by the Bulgarian legislation ;
  • The Regional Employment Services Directorates - Regional Coordinating Services at the regional level and the Labor Office Directorates - provide mediation services for recruitment, inclusion in programs and measures for employment and training, vocational guidance and others, in cases where the beneficiaries of international protection meet the criteria laid down under Bulgarian law.

 

Local ​

Municipal authorities are responsible for:

  • The reception of foreigners.

 

The territorial division of State Agency in the municipalities involves:

  • Transit centres - for registration, accommodation, medical examination and carrying out summary proceedings for foreigners seeking protection;
  • Registration receiving centres - for registration, accommodation, medical examination, social and medical support and carrying out proceedings for providing status to the foreigners seeking protection until the enactment of the decision on the request for protection, and
  • Integration centres - for providing Bulgarian language education, professional qualification and other activities necessary for the integration of the foreigners seeking or having received protection in the Republic of Bulgaria.

Ministry of the Interior (MoI)'s Migration Directorate

State Agency for Refugees with the Council of Ministers (financed by the State budget with a seat in the capital and has territorial units in the country).
