The central government is responsible for:
- The overall legislation (in accordance with the principles and rules of Economic, social and territorial cohesion policy and international obligations).
- Cross-border co-operation.
- Trans-national cooperation programme in the South East European Space.
- Minimizing isolation by improving access and transport links.
- Support for relations between urban and rural areas.
- Management of Swiss contributions.
Management of the European Structural funds including:
- The European Regional Development
- The European Social Fund
- European Agricultural Fund for Rural Development
- European Maritime and Fisheries Fund
- European Neighbourhood and Partnership Instrument.
Regional
District authorities are responsible for:
- Developing strategies and co-ordinating projects under the various EU funds at the local level.
- Carrying out national policies in their area of responsibility.
- Promotion of cohesion and development of access and communication networks.
Local β
Municipal authorities are responsible for:
- Setting up priorities
- Exercising a consultative role via the NAMBR (national association of municipalities in BG), representation at the CoR, Brussels and the Congress (Council of Europe).
