Central


 The central government is responsible for:

  • The overall legislation;
  • Ensuring the overall management of disaster prevention;
  • Drawing up disaster prevention plans;
  • Fire prevention policies;
  • Rescue and Recovery Activities;
  • Engineering Protection;
  • Chemical, Biological, Radiological, Nuclear Protection;
  • Strategy;
  • Monitoring Frameworks;
  • Administrative services, including issuing opinions on compliance with rules and standards for fire safety, tests of firefighting capabilities and equipment;
  • Flood prevention and response;
  • Evacuation capabilities.


 

Regional


 District authorities are responsible for:

  • Planning of disaster prevention together with the State and Municipalities;
  • Organise and direct disaster prevention within the respective regions;
  • Organise and control implementation of preventive measures for excluding or reducing consequences of disasters.
  • Tel. 912 phones with coordination centres shared among several regions.


 

Local ​

 Municipal authorities are responsible for:

  • The planning of disaster prevention together with the State and Districts;
  • The training of the population;
  • Voluntary formations, and
  • Emergency assistance.

Coronavirus pandemic in Bulgaria

On 25 February 2020, the National Coronavirus Operational Headquarters was established in Bulgaria, led by the Head of the Military Medical Academy and Chief Medical Officer of the Armed Forces, General Mutafchiiski.  

A one-month state of emergency was approved by the Parliament and declared on 13 March 2020 and extended later until 13 May 2020.
